Product Announcement from Quail Electronics
"You may have seen the partially insulated line and neutral prongs on the standard United Kingdom power cord. It's typically a black plastic covering about 1/2 of the prong. The purpose of this insulation is to protect against a shocking or shorting hazard if the plug is not fully engaged into the wall outlet. As of April 2005, SAA has mandated that the Australian plug AS3112 be equipped with similar insulation. As we have done in the past Quail is offering this feature now, well ahead of the deadline."
