The U.S. Air Force withdrew a request for information (RFI) on new refueling aircraft after lawmakers said the document was premature because a broad study of tanker modernization options has not been completed. The RFI, released in late August, asked contractors for ideas for replacing the Air Force's aging KC-135 tankers. The Air Force said the request was intended to help it plan for a potential competition for new tankers (DAILY, Aug. 31). But lawmakers objected to the RFI because an analysis of alternatives (AOA) is still assessing a wide range of tankers options, from re-engining KC-135Es to buying new or used tankers. In a letter to Defense Secretary Donald Rumsfeld, Sen. John McCain (R-Ariz.) portrayed the RFI as distorting the acquisition process, according to a congressional source. The AOA was completed by RAND Corp. for the Defense Department but is undergoing reviews by DOD and the Institute for Defense Analyses to ensure it is complete and objective. Those reviews are due to be finished in mid-October. The Boeing Co. and EADS both pledged to respond to the RFI before the Air Force announced late Aug. 31 that the document would be withdrawn. The RFI imbroglio is the latest in a nearly four-year tanker saga that began with the Air Force's controversial, now-defunct proposal to lease 100 Boeing KC-767s for billions of dollars more than a purchase would cost.
