From Building Regulations in Brief, Fifth Edition
1.1 Aim of the Building Act 1984 (Building Act 1984 Section 1)By Act of Parliament, the Secretary of State is responsible for ensuring that the health, welfare and convenience of persons living in or working in (or nearby) buildings is secured. This Act is called the Building Act 1984 and one of its prime purposes is to assist in the conservation of fuel and power, to prevent waste, undue consumption, misuse and contamination of water. It imposes on owners and occupiers of buildings a set of requirements concerning the design and construction of buildings and the provision of services, fittings and equipment used in (or in connection with) buildings. These involve, and cover:
