Congress is considering imposing interoperability requirements among the nation's major factions of toll
collection standards. California Department of Transportation's (Caltrans) Title 21 already mandates certain
specifications for tolling equipment. However, the industry still lacks a clear understanding of what full
interoperability is.
This paper considers interoperability from two perspectives: front-end reading (all readers can read all tags or all
tags can be read by all readers) and back-office processing (electronic payment process).
Metrics for both front-end transactions and back-office processing can also help the industry better understand
interoperability. TÜV Rheinland is now building an approach to metrics development that considers performance
measurements for mobility, emissions reduction and toll acceptance. This paper will explain the benefits of such
a system to tolling agencies and the public.
