From Project Planning and Scheduling Using Primavera Version 4.1: For Engineering & Construction and Maintenance & Turnaround
Overview
During the planning stage, Rolesmay be assigned to Activities to gain an understanding of the resources requirements atan early stage of a project and replaced by a Resource when it isknown who will be undertaking the work. A Resource may be assigned:

Directly to an Activity, or
-
To a Role which has been assigned to an Activity.
There are three types of resources, Labor, Nonlabor and Material, and asdiscussed in the previous chapter, a Labor Resource has additional functionality includingOvertime, Resource Calendars and user-defined Autocost rules. The Laborand Nonlabor resources are similar to the MicrosoftProject Work Resources. A Materialresource is similar to Microsoft Project MaterialResources.
Primavera Version 4.1 also has a function titled Expenses,where costs may be assigned to activities without resources. This is similar to the Costs function in Microsoft Project but with far morefunctionality.
