| 1.1 | The Merchant Shipping (Training and Certification) Regulations 1997 (the Regulations) implement in the UK some of the requirements of the International Convention on Standards of Training, Certification and Watchkeeping (STCW) for Seafarers 1978, as amended in 1995 (STCW 95 Code, available from the Publications Department, International Maritime Organisation, 4 Albert Embankment, London SE1 7SR) and its associated code. STCW 95 and the Regulations introduce a new certificate structure applicable to Masters, Deck and Engineer Officers and ratings, which is explained fully in other Parts of this series of Guidance Notes. | |
| 1.2 | The issue of a Certificate of Competency, particularly a first certificate, is generally the final stage in the following procedure: | |
| 1.2.1 | demonstration of the required standard of physical fitness (by passing a medical examination/sight test); | |
| 1.2.2 | completion of the initial training requirements; | |
| 1.2.3 | completion of the appropriate watchkeeping and/or sea service; | |
| 1.2.4 | successful completion of the approved training programmes and assessments; | |
| 1.2.5 | successful completion of all ancillary training as set out in Parts 2 (deck) and 3 (engineer); | |
