ISO 14001 Clause 4.4 is concerned with the implementation of the environmental management system and its operation.
The clause requires that:
You have defined the organisation and people's responsibilities and have provided sufficient resources to do the job properly.
The people involved have been trained and are competent, and are aware of the environmental implications of their jobs.
You have a system for handling internal and external communications.
Documents are properly controlled.
The operational activities are properly controlled. This probably calls for writing Operating Procedures.
The procedures extend to the involvement of suppliers and subcontractors.
You are prepared for any emergencies.
Each of these will be considered in turn.
This is where you need an organisation chart on which appears each person, described by job title, who has any part to play in the EMS. This will range from the managing director or chief executive at the top down to the key operatives at the bottom. The chart will be included in your Environmental Manual.
You will also need to include with the chart a mini-job description for the key players and a general statement about the environmental responsibilities of other people. If you are a large organisation, this amount of detail could overload your manual.
