14.11 Travel Plans

14.11.1 SOFT DEMAND MEASURES: GENERAL

Travel Plans are often considered to be 'soft' measures influencing travel behaviour. In practice they are part of a group of 'soft' measures which include:

  • workplace travel plans;

  • school travel plans;

  • personal travel planning (travel plans for individuals);

  • car clubs (clubs providing cars shared between members);

  • public transport information (information on public transport schedules and interchanges);

  • home/tele working (working for part or all of the week at home);

  • videoconferencing.

Workplace and School Travel Plans are prepared by organisations, such as employers, hospitals, universities and schools, to enable them to meet their travel objectives. These objectives will be specific to each organisation but will include the national objectives of reducing the amount of travel in single-occupancy cars, and improving access by all travel modes.

Most hospitals and universities faced with rising parking demand and inadequate availability of land or finances to provide more car parking spaces, have been the quickest to implement Travel Plans. Schools often implement Travel Plans as 'Safe Routes to School'. Employers have been less enthusiastic to prepare Travel Plans and often only do so when they arc required by local authorities as a condition of planning consent. There are notable exceptions, such as Boots in Nottingham, Pfizer in East Kent and Stockley Park in West London, who have implemented Travel Plans for sound commercial reasons.
