That's the "high leg"; that phase to neutral voltage is about 208 , and in a system of that kind the high leg should be marked with orange so it is not accidentally used to feed any 120 volt loads. .... Other voltages are seen too, for example a system may offer 480 volts phase to phase and 277 volts phase to neutral with additional transformers needed for 120 or 240 volts.
