Chapter 2: Project Initiation and Definition

Overview

This is the first phase in any project. Your aim is to develop a specification, or terms of reference, that sets out the size, scope and complexity of the project.

The Terms of Reference document answers four questions:

  • What is this project about? Successful projects result from having a clear vision of how the project adds value to the organisation, customer or stakeholder group and well-defined objectives that describe the scope of the project.

  • How will the project be delivered? You will outline the broad phases of the project, and the milestones or key interim points that will mark progress, and the resources that are required.

  • Is the project feasible? No project has an unlimited budget or infinite timescales. You need to know the constraints within which your project will operate and the risks that impact its likelihood of success to determine whether it is feasible.

  • Is the project worthwhile? There must be some recognisable benefit relative to the resources of time, money and effort invested by the project team.

These all need to be defined and agreed with the customer, the project sponsor and any other important stakeholders.
