Quantitative risk analysis was for a long time used mainly for the design phase and for extensive modifications. If the analysis was carried out in the operations phase, it was conducted in a way corresponding to use in the design phase, without reflecting the vast differences between design and operation from a HES (or strictly speaking major hazard risk) management point of view. In the last ten years, the use of QRA has increased in the operations phase. It is starting to be conducted in different ways, in order to reflect the differences that are important from a management point of view. Several aspects in this connection are discussed in this chapter.
The main use of risk evaluations in the operations phase is for qualitative evaluations, as review and work preparation tools. This is briefly considered.
Most analysts will usually associate study updating with the design and construction phases. This is just touched upon. During new developments, study updating will be carried out in several stages during the engineering phases. The final updating of risk [and emergency preparedness] analysis should be carried out towards the end of these phases. Emergency preparedness analysis is not the subject of this book, but is included for the sake of completeness. Study updating during engineering usually involves:
Update quantified risk analysis to reflect the chosen solutions and systems.
Document the assumptions from the QRA in a suitable way, as input to the subsequent emergency preparedness analysis.
