Site Planning and Design Handbook

As the National Pollution Discharge Elimination System (NPDES) rules on construction sites mature, it should be expected that a preparedness, prevention, and contingency plan (PPC plan) will be required on all construction sites. The following sample plan provides an example and an outline for developing such plans.
Property boundaries, loading and unloading areas, truck wash areas, storage areas for materials, location of drainage appurtenances, sediment removal devices, and site entrances and exits are to be shown on a site plan entitled Preparedness, Prevention, and Contingency Plan (PPC plan). Sources of additional information regarding the site, such as the Erosion and Sediment Pollution Control Plan and Report, can be included by references or attached to the plan.
The emergency response coordinator for the site should be clearly identified, and an outline of the emergency response organization should be included with this report as Attachment A. Alternate emergency coordinators should be listed on the attachment as well. All listed personnel should be authorized to commit the necessary resources that might be required to carry out and fulfill the objectives of the PPC plan although it is the responsibility of the emergency response coordinator to complete the PPC plan for the site and to oversee and confirm the installation and maintenance of control and containment equipment or structures in accordance with the plan.
