The purpose of this appendix is to illustrate various discussions on water accountability in North America today. Article One was published in 1999 by the American Water Works Association (AWWA) and discusses some of the confusion in the marketplace today with regard to methodology and terminology. The article also reinforces the need for good accounting and supply-side conservation. It is one of the more recent articles to be published which demonstrates growing awareness of the need to improve both performance and the indicators we use to manage losses. Article Two is a Leak Detection and Water Accountability (LDWA) Committee report, and Article Three is a reprint of Chap. 2 of AWWA Manual M36, which provides basic audit guidelines.
There is currently increased interest in North America in adopting the recent IWA guidelines and performance indicators as a standardized approach to better water loss management. The American Water Works Association Research Foundation has recently let a contract which will involve testing of the IWA methods at three North American utilities. Readers are encouraged to follow this progress and, if applicable, adopt this new approach.
