OVERVIEW OF THE HUMAN RESOURCE DEVELOPMENT AND MANAGEMENT CATEGORY

The fifth category of the Baldrige criteria is defined as follows in the 2003 criteria:

The Human Resource Focus Category examines how your organization's WORK SYSTEMS and employee learning and motivation enable employees to develop and utilize their full potential in ALIGNMENT with your organization's overall objectives and ACTION PLANS. Also examined are your organization's efforts to build and maintain a work environment and employee support climate conducive to PERFORMANCE EXCELLENCE and to personal and organizational growth.

This category is divided into three Examination items:

  • 5.1 Work Systems (35 points)

  • 5.2 Employee Learning and Motivation (25 points)

  • 5.3 Employee Well-Being and Satisfaction (25 points)

This category examines the processes used to select, develop, and motivate the employees in your organization, to achieve high performance. As with other Baldrige categories that ask about your approaches and deployment of those approaches, there is not a single preferred approach. Rather, the examiners, are expecting that your human resource (HR) processes match your business, culture, and size of company. What is important here is that your HR systems are based upon logic and analysis of real needs, rather than tradition. It is important in all three items that you demonstrate how your HR processes have been designed based on an analysis of the best way to get employees and managers to consistently perform their jobs above standards.
