Machining Outsourcing Initiative (MOI)
The MOI is the end product of the Machining COE study. This study concluded that even if all machining for the entire Space and Strategic Missiles Sector of Lockheed Martin were centralized, it would still be less expensive to outsource production-machining activity.
Therefore, the MOI was chartered to provide high-quality, machined hardware at optimized cost and schedule using the best industry resources available. With these resources, sector hardware requirements from product development through final production phases would be met via a network of internal manufacturing centers and key outside suppliers.

Accordingly, the MOI project team's mission was expressed as follows:

FFPM
FFPM is a proven management system designed for maximum project quality at minimum cost. Marshall Kyger (director of LMMS Programs, Planning, and Analysis) says that FFPM "takes the philosophy of total quality management one important step further by including the financial community in the process from the beginning, and integrating recognition of cost at each step of the process.
