Total Performance Scorecard (TPS) encompasses an amalgamation and expansion of the concepts of Balanced Scorecard, Total Quality Management, Performance Management, and Competence Management (Rampersad, 2002). TPS is defined as a systematic process of continuous, gradual, and routine improvement, development, and learning that is focused on a sustainable increase of personal and organizational performances. Improving, developing, and learning are the three fundamental powers in this holistic management concept. They are closely interrelated and must be kept in balance.
