The telecommunications room (TR) is the space where both horizontal and backbone cables are terminated. The TR is very seldom ready for these cables to be installed in them. Most of the time the TR is a space in the building that must be prepared and readied to support communication cables. Most cable installations require that punch down blocks be mounted and communication racks be installed in the TR. In addition, supporting structures, such as ladder racks and D-rings, must be installed to properly route and support the communication cables in the TR. This chapter will describe how to properly prepare the TR to support communication cables.
ATR, sometimes called either a telecommunications closet or a horizontal closet, is a building space that is designated for the termination of horizontal and backbone cables. The TR is the recognized connection point between the backbone and horizontal cable pathways. This space is also the place where any required termination hardware is mounted.
The TR is a designated space for housing the following:

Industry cabling standards require that every building must be served by at least one TR or equipment room (ER). Industry standards also require that there be at least one TR per floor. There is no limit as to the maximum number of telecommunication rooms that can be supported per building. The useable floor space determines the maximum number of closets for a building.
