Benefits- The estimate index is a strong indicator for monitoring the performance of planning efforts. It provides an idea as to the accuracy of the planning department or individuals in forecasting labor force utilization and periods of equipment downtime. An increase in the estimate index will result in a greater ability to capacity-schedule the maintenance resources.
Limitations- This indicator highlights, more than anything else, areas of weakness in skill levels and abilities. It cannot be used as a measure of personal performance, merely as a means of highlighting potential for continuous improvement (via training or other initiatives).
Producing This Measure- This measure is usually produced via CMMS or EAM systems. To produce this measure, there is a need to have the following information in the system-
Estimated resource hour and duration hours
Actual resource and duration hours
If costs are to be taken into the equation, which is recommendable, then an accurate means of capturing actual costs of work orders will need to be included within the business processes of the organization.
In some organizations the ability to measure this indicator will require the creation of either a formal planning and estimating process or a process for accurately capturing the actual durations and resource hours. Normally some of this information is available if the company uses a form of timesheet management process.
