When detailed engineering is done by an engineering contractor, the owner must provide detailed guidelines that state the scope of the contractor's work. The content of such guidelines typically includes code compliance, scope of work, engineering design, and design check. These are discussed in this appendix.

The engineering contractor should be guided by the requirements described in the control system definition. If, during design or construction, it becomes necessary to make any exceptions, these exceptions must be approved by the owner before they are implemented. Verbal agreements must be avoided since they tend to be forgotten, especially at the end of a project when payments and deliveries become key issues.
On some projects, there may be a requirement that the design and drafting work is carried out under the supervision of a registered professional engineer. Before design is started, the engineering contractor may be required to produce evidence of such professional registration and experience as well as the name of the proposed supervisor. It is advisable that the proposed supervisor and the assigned design team be experienced in the field of instrumentation and control engineering and that the named supervisor and the assigned design team remain unchanged until the project's completion to maintain project continuity.
