Many times, instrumentation and control equipment is supplied with mechanical equipment as an integral package, such as for water treatment plants, boilers, compressors, and the like. In such cases, the owner should provide guidelines for implementing instrumentation and control devices to the equipment supplier. This ensures that the equipment and documentation provided meet the owner's requirements. The content of such guidelines typically includes code compliance, pre-contract award requirements, and design requirements (see appendix E). These are discussed in this appendix.

Bidders should ensure that their proposal reflects the plant's requirements. A copy of the control scope definition (or a condensed version of it) should therefore be sent with the request for bids. Where a bidder cannot or is unwilling to comply, such reservations must be noted at the time of the bid. This will prevent later problems. At this stage, bidders should also submit the name of the control engineer assigned to the project.
The required documentation that bidders should submit for evaluation will vary with the complexity of the job. Typically, however, the following is required to give a good description of the proposed system: conceptual P&IDs, a process control description, and a list of instruments.
