Many transmission and distribution lines are built by contracting companies employing linemen and cablemen. A contract is normally completed between the electric utility company and the contracting company to specify the responsibilities for completing the project. Construction specifications are included in the contract. These specifications are used by linemen and cablemen installing the facilities.
The contract describes the work to be completed, such as the following: Construct a 161-kV wood-pole H-frame transmission line to be owned by the utility company and to extend from Riverside Generating Station of the company in Pleasant Valley Township, Scott County, Iowa to the Valley Substation, owned by the company, south of the town of Walcott in Blue Grass Township, Scott County, Iowa.
The scope of the project is described in the contract and would be similar to the following: The contractor agrees to provide all necessary materials, tools, equipment, labor, and supervision and to pay all related costs listed in the contract necessary for the proper construction and completion of the transmission line described and specified in "Specifications for the construction of a 161-kV transmission line from Riverside Generating Station to Valley Substation" dated October 24, 1980, which specifications, including all exhibits thereto attached, are made a part of the contract. A hold harmless clause, a schedule for commencing and completing the work, and provisions for payment are usually included in the contract.
