O and M is a major problem in some countries for water and waste treatment schemes. A lack of finance for spare parts and for labour may exist. The availability or funding to employ technical staff may be absent. Programme schedules for O and M may not exist or not be implemented. In water supply, poor installation and illegal connections can aggravate the difficulties in maintaining the scheme.
