16.1 Introduction

The past 50 years have seen significant advances in every aspect of space heating, resulting from increased demands for the provision within buildings of more closely controlled environments and services of progressively increasing complexity. Although it remains impossible in a chapter of this size to cover adequately the extent of the subjects associated with these services, hopefully it will provide a useful reference.

16.2 Statutory Regulations

The Fuel and Electricity (Heating) (Control) Order 1974 and Fuel and Electricity (Heating) (Control) (Amendment) Order 1980 prohibit the use of fuels or electricity to heat premises above 19 C. This does not mean that the temperature in buildings must be kept below 19 C but only that fuel or electricity must not be used to raise the temperature above this level. For some applications, the recommended minimum winter design temperatures exceed 19 C. In these cases, it is assumed that the recommended temperatures can be maintained by contributions from heat sources other than the heating system. These may include solar radiation, heat gains from lighting, equipment and machinery and heat gains from the occupants themselves.

16.3 Building Regulations

It is essential for designers to be fully conversant with current statutory requirements, the various means of compliance, and beware of any proposed amendments which may be relevant to design work already in hand. This is very important since the designer may be called upon to certify compliance with Building Regulations.
