Before it is possible to draw up any form of Waste Management System, it is absolutely necessary to identify and classify what is waste and where and how it should be dealt with, and most importantly - waste is not some other person's problem - if it is on your property it is your problem.
In any industry or business waste can come in many forms and from many differing sources each requiring initial recognition, different methods of storage, treatment and disposal, each having their own associated problems.
Most purchases of materials, disposable stores, chemicals, or other usable commodities usually bring with them their own specific problems. Yes the packaging may be absolutely necessary to protect the materials or commodity from transport or distribution damages and to provide the dispatcher with a minimum of problems and as far as possible clear of insurance or providers responsibilities.
This, however, presents the receiver with a problem of disposal or in some cases a liability for the return of the container, pallet or frame as may be applicable. But in any case a problem is produced, however small, of disposal. The purchaser has therefore acquired some form of surplus materials, which has to be disposed of.
