Computerized Work Management Systems for Utility and Plant Operations

Ideal City is major water, wastewater utility in North America and serves an average population of 2.2 million residents. In an effort to become competitive, provide value to its residents and keep the water and wastewater operations in the public domain, Ideal City embarked on an overall optimization program (with a supporting business case) using consulting expertise. The City s executive management team developed a vision for revised practices, supported by a team based organization and an integrated enabling technology solution. The City considered taking control of its work management practices as one of the most important roads on its journey to competitiveness and sustainability. The CWMS track of the program was conceived as the way to achieve the vision of program driven work.
The CWMS track had a mandate to select and implement a CWMS as part of an integrated technology solution needed to maintain the City s water and wastewater assets. The CWMS project track of the optimization program followed a standard approach for system selection and implementation as follows:

Definition of functional and technical requirements based on revised work and materials management processes
Use of the RFI, RFP, Demo, Reference Checks and Contract negotiation process to select a vendor and product that best met their requirements for software and a business partnership.
